NSPS Background Paper - ISIS TO: SECRETARY OF DEFENSE 18 November 2016 THRU: UNDERSECRETARY OF DEFENSE (POLICY) FROM: ASSISTANT SECRETARY OF DEFENSE (INTERNATIONAL SECURITY AFFAIRS) SUBJECT: Strategy to Halt and Reverse the ISIS Threat 1. POLICY DECISION AND OBJECTIVES: On September 10, 2014, the President released a strategy to combat the increasing threats posed by the Islamic State of Iraq and Syria (ISIS). This strategy has one clear goal, to diminish and defeat the threat of ISIS not only to the United States but also to the world. The objectives in the policy address the use of all instruments of national power. The President has asked the Department of Defense to re-evaluate the current policy and provide alternate solutions to the growing threat of ISIS to the security of the United States homeland and interests abroad. 2. BACKGROUND / NATIONAL INTERESTS: The group known as ISIS today is not new. This group, or factions of the group, has been in the Middle East since the early 1990s. Its lineage is traced back to Abu Musab al-Zarqawi, then eventually it morphed into al-Qaeda Iraq, then transitioned into ISIS.
